Luray man arrested on indecent exposure, stalking charges

The Henderson Police Department officers were dispatched to a local business on a report of an indecent exposure complaint at approximately 7 p.m. Dec. 26.
Upon investigation it was determined that two juvenile girls, while inside the store were approached by a white male on one of the aisles. The girls changed aisles and the male followed, at one point exposing his genitals to them. The girls then yelled and ran from the aisle. A description of the subject was given to the officers.
While on the scene of the original call, officers received a call from a business across town of an indecent exposure. Officers spoke with two juvenile girls at this business also. The girls stated they had seen a white male inside the store, and when they exited the store he followed them outside. Once the girls were inside their vehicle with a family member, they saw the same male walking toward their vehicle. The subject came up to their window and exposed his genitals, according to their statement. They also gave a detailed description of the subject.
Officers then determined based on the description given by all of the girls, that it was likely the same person who committed these acts at both businesses. Video footage from security cameras was obtained from the stores, and these images were put out for the public, and tips quickly began coming in.
The investigation did determine that the suspect was Joshua Cody Horne. He was taken into custody on the morning of Dec. 27.
Chief of Police Gary A. Davidson issued the following statement. “This was a sickening incident that violated the innocence of four tender age girls, and our officers worked diligently throughout the night to solve this crime. We received numerous tips and leads and we followed up on each and every one of them. I am grateful that we live in an area where the public works so well with Law Enforcement. The tips received allowed this individual to be arrested and put in jail in less than 16 hours. So, I say thank you to all the citizens who called in tips, you helped us lock this man up before he could traumatize any more children.”
Horne, 27, of Luray, was arrested and charged with two counts indecent exposure and four counts stalking. He was released from the Chester County Jail on $1,000 bond. Horne is scheduled to appear in Chester County General Sessions Court at 9 a.m. Tuesday, Jan. 7.
