City discusses park project delay

The City of Henderson Board of Mayor and Aldermen met in regular session Thursday, April 10, in the council chamber of Henderson City Hall. Alderman Jason Rhodes and Alderman Michael Phelps were absent. No delegations were made.
The board of mayor and aldermen discussed the TCRS Matching Retirement Rate for the 2025-2026 Budget Year. City employee retirement contribution percentage is chosen each year through the Employer Actuarially Determined Contribution (ADC) valuation rate sheet. This year, 10% was chosen and will be effective from July 1, 2025, to June 30, 2026. It was unanimously approved.
A small pick-up will be purchased under state contract for the GIS Department. The final price came to $32,075 for a 2025 Maverick AWD SuperCrew 4.5’ box 12.1” WB XLT (W8J) from Lonnie Cobb Ford in Henderson. The purchase will be from next year’s budget with delivery in July 2025. It was approved with no opposition.
In consideration of quotes on utility material for Eric Bell Drive water and gas extensions, Utility Director Darryl Green explained there is a facility to be built at the corner of Highway 45 and Eric Bell Drive. Currently, there is no fire protection in that area. There needs to be a six-inch line that runs from South Church Street to Eric Bell Drive. There is also a need to set a fire hydrant at the location. The total cost for all the materials was quoted at $20,383.79 by G and C Co., Inc (in Atwood). It was approved by all the board of mayor and aldermen. Green also petitioned the board to purchase a pipe locator (around $5,000) which was also approved by all the board.
In any other business, the board of mayor and aldermen discussed the status of the construction on the City Park Project. The surfaces and ball drops have been completed at the city park playgrounds. The new playground did not pass the test for public use, so the contractor will be returning at their expense to do repairs to pass the test. $117, 364. 41 has already been paid to Grinder Taber and Grinder, Inc., from Memphis for the playground expansion.
The second part of the discussion of the City Park Project was the restroom facility that is projected to be built on the old playground, Clayton Family Playground. The city received a letter from the Landscape Architect that the CXT Restroom has been ordered and will be delivered after 90 days with receipt of an approved MI (Manufacturing Insurrections) and State approvals.
The projected delivery date of the restroom was supposed to be between May-June 2025, as it takes 90 days to deliver. Unfortunately, the supplier did not order it in time for that delivery date. Instead, the order was placed on March 30, making the delivery date between August-October 2025.
The contract agreement was for services rendered then to complete the payment when finished, but now the contractor is asking for full payment preferably (or half payment) to continue the project. The original contract sum is $986,162.66, and $585,248.46, has been completed. The current payment due would be $117,364.41.
“Under the terms of the contract, we will pay when the work is complete,” motioned Alderman Mark Barber. That motion was fully approved by the board.
It was mentioned that there is going to be a large and full agenda for next month’s city meeting. It will be at 7 p.m. on Thursday, May 8, at Henderson City Hall.
