He was released from the Chester County Jail on his own recognizance.

Thomas R. Hayslett, 55, in case 25-CR-71, pled guilty to count one, class E felony evading arrest flight – vehicle and was sentenced to four years in a TDOC facility at 35% service prior to release eligibility, receiving credit for time served pretrial. He pled guilty to count two, class E felony reckless endangerment – vehicle/felony and was sentenced to four years in a TDOC facility at 35% service prior to release eligibility, with credit for time served. He pled guilty to count three, class B misdemeanor reckless driving, and was sentenced to six months in the Chester County Jail, with credit for time served, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs. He pled guilty to counts four/five (merged), class A misdemeanor driving on a canceled/revoked or suspended license – second or subsequent, and was sentenced to 11 months and 29 days in the Chester County Jail with credit for time served, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs. Hayslett pled guilty to count six, class C misdemeanor obedience to any required traffic control device and was sentenced to 30 days in the Chester County Jail, with credit for time served, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs. He is to pay all court costs. All counts are concurrent within the docket number. This case is consecutive to current parole sentence in McNairy County with no work release and no post plea expungement. It is not the intent of the court for duplication of Jail Credit to be applied to consecutive sentences. All weapons and contraband, including cash, are forfeited to the arresting agency.
Kelly Lee Hicks Jr., 32, in case 25-CR-83, pled guilty to count one, class C felony aggravated sexual battery – attempt and was sentenced to five years in a TDOC facility at 100% service prior to release eligibility, receiving credit for time served pretrial, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs, all suspended and supervised, a period of 11 months and 29 days incarceration to be served prior to release on probation or Community Corrections, and is ordered to pay court costs plus $500 in fines. He pled guilty to count two, class C felony aggravated sexual battery, and was sentenced to five years in a TDOC facility at 100% service prior to release eligibility, with credit for time served pretrial, all suspended and supervised, and ordered to pay costs plus $500 in fines. Count two is consecutive to Count One. It is not the intent of the court for duplication of Jail Credit to be applied to consecutive sentences. 11/29 sentence must be served day for day. Hicks must register as a sex offender and will be subject to community supervision for life. He is to have no contact of any kind with victim or witnesses, must follow all rules of probation, must submit to random drug and alcohol screens and must maintain full-time employment or be a full-time student. All weapons and contraband, including cash, are forfeited to the arresting agency. There is no work release and no post-plea expungement.
Carson Booth Riley, 23, in case 25-CR-69, pled guilty to class A misdemeanor theft up to $1,000 and was sentenced to 11 months and 29 days in the Chester County Jail, receiving credit for time served pretrial, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs, all suspended and supervised, a period of 180 days incarceration to be served prior to release on probation or Community Corrections. He is to follow all rules of probation, to have no contact with victims or witnesses, must submit to random drug and alcohol screens and must maintain full-time employment or be a full-time student. All weapons and contraband, including cash, is forfeited to the arresting agency. He is to pay all court costs. This case is concurrent with Chester County 25-CR-70. It is not the intent of the court for duplication of Jail Credit to be applied to consecutive sentences.

February 4, 2026
Michael Landon Morrison, 51, in case 25-CR-88, pled guilty to count four, class A misdemeanor leaving the scene of an accident involving injury or death of a person. He was sentenced to 11 months and 29 days in the Chester County Jail, receiving credit for time served pretrial, a minimum of 75% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs, all suspended and supervised by Community Corrections with no work release and no post-plea expungement. Other charges in this case were dismissed, including count one: aggravated assault; count two: aggravated assault – use or display deadly weapon; and count three: reckless endangerment – vehicle/felony. He is ordered to pay court costs plus $1,665 in restitution and is to have no contact of any kind with victims or witnesses, must submit to random drug and alcohol screens, must maintain full-time employment or be a full-time student or show proof of disability.
