Halley Elena Stegall, 24, in case 22-CR-65B, pled guilty to counts one/two (merged), class B felony possession of greater than 300 grams of methamphetamine with intent to deliver – facilitation or conspiracy, and was sentenced to 10 years in a TDOC facility at 30% service prior to release eligibility, receiving credit for time served pretrial, all suspended and supervised, and ordered to pay court costs plus $2,000 in fines and to complete 100 hours of unpaid community service. She pled guilty to counts three/four (merged), class B felony possession of .5 or greater schedule II cocaine with intent to sell and was sentenced to 10 years in a TDOC facility at 30% service prior to release eligibility, with credit for time served pretrial, all suspended and supervised, and ordered to pay costs plus $2,000 and to complete 100 hours in unpaid community service. She pled guilty to counts five/six (merged), class B felony possession of greater than or equal to 15 grams of schedule II Fentanyl with intent to sell, and was sentenced to 10 years in a TDOC facility at 30% service prior to release eligibility, with credit for time served, all suspended and supervised and ordered to pay costs plus $2,000 fines and to complete 100 hours of unpaid community service. She pled guilty to counts seven/eight (merged), class E felony possession of schedule VI drugs with intent to sell and was sentenced to two years in a TDOC facility at 30% service prior to release eligibility, with credit for time served, all suspended and supervised and ordered to pay costs plus $2,000 in fines and to complete 100 hours of unpaid community service. She pled guilty to count nine, class A misdemeanor possession of unlawful drug paraphernalia uses and activities and was sentenced to 11 months and 29 days in the Chester County Jail with credit for time served, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative program, all suspended and supervised, and ordered to pay court costs plus $150 in fines. Stegall pled guilty to count ten, class B misdemeanor prevent/obstruct service of legal process and was sentenced to six months in a TDOC facility, with credit for time served, all suspended or supervised. She pled guilty to counts 11/12/13/14/15/16/17/18 (merged), class E felony possession of firearm with intent to go armed during a dangerous felony – attempt, and was sentenced to two years in a TDOC facility at 30% service prior to release eligibility, with credit for time served pretrial, all suspended and supervised, and ordered to complete 100 hours of unpaid community service. All counts are concurrent within the docket number. She is to follow all rules of probation, to have no contact with victims or witnesses, must submit to random drug and alcohol screens and must maintain full-time employment or be a full-time student. All weapons and contraband, including cash, are forfeited to the arresting agency.

Willie Neal Burton, 59, in case 25-CR-115, pled guilty to count one, class E felony burglary – auto/boat/airplane/other motor vehicle and was sentenced to five years in a TDOC facility at 45% service prior to release eligibility, receiving credit for time served pretrial and ordered to pay all court costs. He pled guilty to count two, class A misdemeanor theft up to $1,000 and was sentenced to 11 months and 29 days in the Chester County Jail, with credit for time served, a minimum of 100% service prior to eligibility for work release, furlough, trusty status or rehabilitative programs. There is no work release and no post plea expungement. All counts are concurrent within the docket number. Cases 25-CR-113, 114 and 115 are concurrent with each other. This case is consecutive to the current parole sentence in Chester County 19-CR-4, 18-CR-18 and 14-CR-64. It is not the intent of the court for duplication of jail credit to be applied to consecutive sentences.

Justin Oneal Thomas, 33, in case 25-CR-110, pled guilty to count one, class E felony reckless endangerment – deadly weapon involved. He was sentenced to two years in a TDOC facility at 30% service prior to release eligibility, receiving credit for time served pretrial, and ordered to pay court costs plus $100 fines. Count two, class C Felony aggravated assault was dismissed. The defendant shall have no contact with victim or witnesses.
